John’s ideas on starting relationships/diplomacy
Here's my thinking for where to put starting relations and diplomacy/strategy in general. The way I'm looking at this is that Hawa and Amphitaswa are more "minor nations" compared to the two superpowers and the AI invaders. They're the ones initially next to the player and are intended (per Borderwise) to be weaker, to give the player a reasonable place to start.

Sewowal/Glacave/stonelight pretty strongly hostile to each other, slightly hostile towards Hawa/Amphitaswa, and mostly indifferent towards the player. Goal is to have them mostly fighting each other and not the player early on; maybe they pay the player some commodities to go fight Hawa/Amphitaswa, or a larger reward for the more risky proposition of fighting one of the other 3.

Hawa/Amphitaswa hostile to each other, slightly hostile to the other 3, slightly hostile or indifferent towards the player. Goal is to have them fight each other, potentially with the player's help, but not necessarily get the "big 3" involved in their squabbles.

allow more of the existing faction territory to be fought over. I don't know the exact details but iirc almost all the factions starting areas are marked as "historical territory" or something like that, so the AI won't attack it. Giving them more tiles to fight over would encourage them to actually do stuff, instead of sitting there thumb in butt until the player does something.

Resources - John’s idea
Currently, fighting Amphitaswa first instead of Hawa is very much "hard mode" due to multiple factors; Amphitaswa has 40% more resources than Hawa, no restrictions on their weapons/armor, no resource zone very close to the player, and territory that basically eliminates ships as a possibility. This is actually maybe ok overall? The player can choose to fight them in the hopes of capturing their greater resources, at the risk of fighting a harder faction.

if that's the direction we want to go, the current balance of resources between Hawa and Amphitaswa is probably ok. If not, Amphitaswa should probably have their mat gain nerfed closer to Hawa.Regardless, move one of the Amphitaswa resource zones much closer to the player, like the Hawa one that's practically next door.

Sewowal and Glacave should probably stay where they are for resources if not increase; as we've discussed, they have some very expensive designs and it'd be nice if the player had a chance of actually seeing those. This is kinda dependent on getting them to not attack the player immediately, because if they do attack early with boosted resources they'll probably flatten the player.

stonelight I do think needs more mats, their designs trend pretty expensive. Again, dependent on not having them come flatten the player immediately.
